Emo did not become what we know as emo until at least the 2000s. This is simply "emotional hardcore" which is just hardcore punk that is a little more focused on catharsis of sorts.

Who really cares what labels are assigned to what style of music. Why the competitive back and forth with whom created what style. In this case, "emo." Each generation re-labels or reassign s a style of music to their generations, again, "emo." Now, this was from my generation and I never gave a fuck about what group created "emo." Not important. Rites of Spring/ Embrace/Soulside/ Fugazi were damn fine groups. Pretty much most of the dischord records catalogue up to early '90s- Nation Of Ulysses (yeah, I already know about the accusations towards Ian Svenonius. Don't wanna hear it) BeefeaterJawbox just plain ranked. I suppose it's important to impress your friends with such useless musical labeling. Go start a band!
